Do PGA Tour players know all the rules by heart?
Not automatically. Tour events travel with rules officials specifically because tournament situations get complicated fast, and multiple major champions have been assessed penalties over rules they misread in the moment.
Can two golfers just agree to ignore a rule or penalty during a round?
Not legally, if they both know the rule applies. Deliberately agreeing to waive a known rule or penalty during a round disqualifies everyone involved, even in a casual round that's being scored. The only exception is an agreement made and cancelled before anyone in the group starts playing.
